Since September 2018, François Houllier has been Chairman and CEO of IFREMER, the French research institute dedicated to marine science and technology, which operates the French oceanographic fleet for the benefit of the entire scientific community.
A graduate of the École Polytechnique and the École Nationale du Génie Rural, des Eaux et Forêts, with a doctorate from the Université Lyon I, he is a member of the Académie des Technologies and the Académie d’Agriculture de France.
He served as President of INRA (2012-16), then of Université Sorbonne Paris-Cité (2016-18). In 2015 and 2016, he submitted three reports to the French government: on participatory science, on research and innovation in agriculture and on the forestry-wood industry.
