From 2004 to 2011, he was the Vice-Chancellor (equivalent to President or Rector) of the University. For over three decades, he advised the WHO Special Programme of Research in Human Reproduction (HRP), and he chaired its Scientific and Technical Advisory Group from 2011 to 2016. Professor Skegg has also chaired many government bodies, including the Health Research Council of New Zealand, the Public Health Commission, and the Science Board. He is a former President of the Royal Society Te Apārangi, which is the national academy for science, technology and the humanities. During the COVID-19 pandemic, he has served as a special adviser to the Epidemic Response Committee of the New Zealand Parliament, and was also called as a witness by the equivalent select committee of the UK House of Commons.
