Working Group on Constitutional Revision (2023-2024)

The Working Group on Constitutional Revision reviewed the ISC Statutes and Rules of Procedure in 2023 to help to produce a set of statutes appropriate for the ISC’s role in a changed and changing world.

The founding ISC Statutes and Rules of Procedure (the ‘constitution’) were a great achievement in enabling the merger of two long-standing organizations, ICSU and ISSC. Over the course of the first four years of operation the Governing Board and Secretariat have identified various aspects of the constitution that limit its ability to act proactively and strategically in a fast-moving global context.

The Governing Board therefore mandated a Working Group on Constitutional Revision to examine the constitution thoroughly and propose clear principles for its revision. The Working Group led an intense process of consultation with the ISC Members in 2023, which resulted in the adoption of revised statutes and rules of procedure by the membership on 6 March 2024.
